Sports Lighting should NEVER be about light cut off, but SAFETY FIRST for the players!!
Proper cut off can be achieved by using poles with the correct height for the field size and pole location and fixtures that include "Arc of the Ball Technology"
Poor lighting design revolves around fake compliance with DSI especially when poles are too low and up lights are used to fill the void of fixtures primarily used at airports.
Up lights are a "trick" used when a company's fixtures are really not made for the prime time of games in streaming and broadcast media.
If up lights were not added, at additional project cost, players could not see the arc of the ball over 2nd base, the football thrown or kicked above the cutoff, causing the safety of the player to be compromised.
Additionally, severe cutoff and bad lighting design requires additional cost as the normal "glow" of light that bleeds into the stands from old HID lighting and provides safety for fans in the stands is gone. Stadiums need to add additional egress lighting that is not used just for emergency purposes.
Another compromised aspect is that signage from sponsors and advertising partners that drive revenue to the team, many times cannot fully be seen by both fans in the stands, and through streaming and broadcast media.
Better lighting design equals a safer environment for players and fans and can protect revenue streams, the lifeblood and important to teams.
